This item was exclusive to the Anarchy league. It is currently only obtainable by trading or through Zana's map device, either directly through the Anarchy mod or indirectly through a Perandus mod with a lucky Cadiro. It is also available since the Bestiary update with the recipe "Create a Unique... Amulet".
