Item with his signature mod can be drop from Conduit of Lightning, or as random drop from The Vaal Omnitect. There are additional way to acquire items with incursion mod:

Player cannot craft a mana cost reducing modifier (AKA "Elreon's") onto a Xopec's mana cost reduction ring.

Version history

Version	Changes
3.10.0	The "Xopec's" modifiers can no longer appear on boots, gloves or helmets. The amulet version now grants increased maximum mana, rather than flat mana regeneration. This affects existing items with this modifier.
3.8.0	(not in patch notes) One of the Xopec's signature mod: -(8-6) to Total Mana Cost of Skills, now changes to affect Non-Channelling Skills only. Existing version with that mod is not affected
