Item with his signature mod can be drop from Conduit of Lightning, or as random drop from The Vaal Omnitect. There are additional way to obtain league-specific item including Incursion league items.

Player cannot craft a mana cost reducing modifier (AKA "Elreon's") onto a Xopec's mana cost reduction ring.

3.10.0	The "Xopec's" modifiers can no longer appear on boots, gloves or helmets. The amulet version now grants increased maximum mana, rather than flat mana regeneration. This affects existing items with this modifier.
