Slow Aura is a debuff that caused by monster aura Enemies are Slowed. Monster have this aura, as well as player character and their minions that affected by this aura, also have a visual purple-pink in color aura-like effect on them.

It affect player character and their minions movement speed, but not affecting action speed.
