Shocking Ground (sometimes referred as Shocked ground in items) is a detrimental ground effect that inflicts shock.

  2. It was not stated in the patch note, but in 3.9, the map modifier has changed to use stat id "map_ground_lightning_base_magnitude" for the magnitude of Shocked Ground, which is 20/35/50% and NOT using the default value.
