You have reduced movement speed

Screech is a debuff that reduces movement speed. It is applied by Sea Witches. The debuff can have multiple timed stacks.

Many monsters in the game also use the Screech skill, but only Sea Witch's screech apply the debuff of the same name.

Trivia

The graphic status icon of Screech was recycled and re-used as The Vaal Omnitect's version of Lightning Exposure.
