There has been data collected that suggests that the mod weight is increased by 1% per level required above 40 and reduced by 1% per level required below.
For example, Merciless has a weight of 25 and required an item level of 83. If the conclusion is accurate, it would mean while using a Sanctified Fossil the weight is instead increase to 25 * (1 + (0.83 - 0.40)) = 35.75. Meanwhile Heavy has a requirement of 1 and a weight of 1000. With Sanctified Fossil this would result in a reduced weight of 1000 * (1 - (0.40 - 0.01)) = 610.
Lucky means the usual: Rolling twice and picking the higher result.
For example if your crafting attempt rolls Robust for "+(50-59) to maximum Life", the game will roll the value within the Robust modifier twice. Say the first internal roll the game hits is "+57 to maximum Life" and the second one "+51 to maximum Life". The item will end up having the mods greater value, which is "+57 to maximum Life".
